The employees are not accumulating when calculating the FTE/Hours table. The pay codes and pay groups are correct. Why is this happening?

Confirm that the payroll wages have been created for the new year. If so, then verify that the employees have FTEs entered in those pay codes for the new year. Also make sure the Steps and Lanes have been completed (only applicable if the Reset Employee Steps and Lanes field was not selected when building the FTE/Hours table).
Note: If working with a unit package, an employee will still be included on the FTE/Hours table if the Total Hours have been entered but FTEs have not.
