When calculating the Benefit Totals table, the taxes are being calculated at last year’s rates. Why?

The Benefit Totals table uses the tax rates for the year specified in the Negotiation Year End field for the package. If the specified year’s rates are not yet set up in the Tax File, the rates from the most recent year are used.
