When updating the hourly package in Negotiations, the Overtime pay code is not getting updated for the hourly employees. Why not?

In order for the Overtime pay code to update for the hourly employees, the following items must be completed:

Create the Overtime pay code for the new year.
Tie the Regular Rate pay code to the Overtime pay code in the Pay Code File.
When updating the package, select the Update Overtime Pay Codes field.
